I believe fear is an essential part of this super hero business. Heroes would like to teach a criminal a lesson and fear becomes an important aid in attaining this goal. The use of fear in teaching a child is no different: Parents tell their children to not run out in the street without looking because they can be hit by a car. The desired result of being wary when crossing the street comes about when the child's fear of such an incident forces them to obey. A criminal's fear has to outweigh his/her desire to break the law in order to learn their lesson. All criminals that can be considered sane have some type of fear. A hero's success depends on how this fear is used to one's advantage.
