People are going to think you're crazy whether or not you're public or secret. Unless you're going to be an out-and-out nice-guy figure like Captain Jackson (and he only reports crimes, does not try to stop them himself), it would be pointless to tell law enforcement and the general public, "Hey, I've decided to break the law because it's for society's own good." If you are actually intending to take the law into your own hands, i.e. trying to stop crime yourself as a non-law-enforcement official, you should avoid law enforcement and any publicity like the plague. They are *not* going to understand, or cut you a deal, because saying it's all right for one person to be beyond the law, wear a costume and beat on criminals is opening a floodgate to where the real psychopaths will start coming out and wanting to do the same thing.
