This very argument is often made by political opponents of Batman, who believe that allowing a vigilante to be active in Gotham City is what caused more colorful criminals to come "creeping out of the woodwork". In reality, it's just the fact that comic books need just as flamboyant villains as heroes. For how things will go in real life, it's hard to say what will happen. Most people (including many in this community) still scoff at costumed identites, but that doesn't mean that if more people start acting as unconventional law enforcement, that criminals won't also grow more unconventional to profit from illegal activities. In the case of Batman, it's just random chance (ie Editorial) that people with severe mental instability grow into crime bosses. There will undoubtedly be you might come across that have deep-rooted mental problems, but whether that might "heighten" there criminal behavior, or make them pre-disposed to it in general, is up for debate.
